I didn't receive an email with the license file

Use the Licensing portal to validate that your contact is associated with the subscription.

The licensing contacts can be found on the right of the Licensing Portal page:

When you request a license for an environment, we'll send an email to the contacts associated with your subscription. If your contact is not on that list, reach out to your financial or technical contacts - they should have the necessary permissions to add you as an "Additional Contact" and then you will start getting the licensing emails.
